The Catalan club will begin the bidding at around 30 million euros

So far, Arsenal have been completely unwilling to open talks

The meeting between Hector Bellerin and Arsenal coach Arsene Wenger in London on Tuesday was the starting point for talks which promise to be long and hard, even though the ball is in Barcelona's court. Bellerin has fulfilled his part of the deal and the Blaugrana must not keep their part and begin talks with the London club, who for now say they will not sell. 

Aware that they must make a move, Barça are finalising their first offer to present to Arsenal. The idea is to make it next week. They're thinking of putting around 30 million euros plus variables on the table. It's away to try and break down the Gunners' resistance and begin negotiations. Barça feel the variables could be the best way to unblock the situation. 

Barça don't expect the first offer to be accepted. But they think it will break the ice, which is always the most difficult part. The real objective is to get Arsenal to sit down and talk. In the first contact between the two clubs, Barcelona couldn't open a line of communication. The first official bid, then, will be decisive in the Catalan club's move for the Spanish right-back.
