Barcelona could possibly sell Ter Stegen to Liverpool for €28m

German goalkeeper Marc-Andre ter Stegen could leave FC Barcelona if the club receive an offer of over €28million. 

According to British newspaper The Mirror, the Catalans have rejected an offer of €14m from Liverpool. However, Barcelona will allow him to leave for less than the €80m release fee clause in his contract. 

Ever since German coach Jurgen Klopp took over the Reds in October, Liverpool have stepped up their interest in Ter Stegen. Although the official message from Barcelona is that the player is not transferable, and a guarantee for them between the sticks in the future, the English press claim that the sporting structure will not oppose his exit if an appropriate offer arrives. 

Liverpool and Klopp want to take advantage of the goalkeeper's situation at Barcelona, which is not to his liking. Claudio Bravo is the first choice in La Liga and the Chilean was also picked in the Club World Cup, something Ter Stegen was not happy about.
